I think so.
I read the EFL website earlier and the way I read it was that a player can only play for 2 teams in one season. The only exception is that if a player has played for 2 clubs but one of those clubs is in a differing football association who's season starts at a different time to our FA then they can play for a third club.
For example if McKirdy had played for Swindon then moved to the Irish football league then he could probably play for a third club in England because the League Of Ireland runs from March to October. However, Scottish football runs parallel to English football so I don't think he can play for another club in England or Scotland.
That's how it made sense to me.

Registration of Players - FIFA Article 5.3 - Three & Two Rule
In accordance with FIFA Regulations a Player may be registered with a maximum of three clubs during one season. During this period, the player is only eligible to play in official matches for two clubs. As an exception to this rule, a player moving between two clubs belonging to different associations with overlapping seasons (i.e. start of the season in summer / autumn as opposed to winter/spring) may be eligible to play in official matches for a third club during the relevant season, provided he has fully complied with his contractual obligations towards his previous clubs.
