Adam Murray is right that he had a very low budget whilst he was manager. JR substantially cut the playing budget in 2014-2015. He and Paul Cox did well that season to keep the Stags up although we only managed 48 points and were fortunate that Tranmere and Cheltenham were very poor. The 1-0 home win against Tranmere was crucial.
You only have to look at the club's total wages in the accounts to see that the club started spending big on the arrival of Steve Evans and that it increased further under David Flitcroft. It did not drop under John Dempster as he kept on DF's squad and added Nicky Maynard and Andy Cook who would have been very expensive.
Steve Evans and David Flitcroft spent 2.5 to 3.5 times more money on players' wages than Adam Murray.
