They are expensive additional staff for a League 2 club and it just ends up being jobs for the boys and money for old rope. You just need a couple of good scouts who report to someone at the club (could be an admin person or analyst) who logs and records all the relevant information. The manager/assistant manager can then liaise with the scouts if he needs more info.
The important bit is to log and record all the info so it can still be used by the club and passed on to the next manager so you are not starting all over again.

Instead, we end up with expensive, ageing crocks (Mirfin, Diamond, Davies) or players on big wages who we can't move on (Anderson, Atkinson, Butcher, Mellis, Spencer)

Steve Evans signed 7 of those 8 players
I still think you can have a clear recruitment strategy without having expensive Directors of Football. It's not rocket science to set one up.

Exeter City 64(34) 32 league goals
Peterborough 42(8) 11 league goals
Bristol Rovers 56(38) 4 league goals
I'd leave strikers unless a big mobile striker becomes available. Concentrate on midfield players and a centre half/leader.

Wonder if Coughlan will be interested.

Said to be a hard worker for the team. However, has a poor scoring record at Bristol Rovers.

Which is why a director of football would be useful... no one on our board has achieved this. I don't think any of them have the knowledge to either.
Our club has no philosophy. No plan for anything on the pitch. It's all hotels, training grounds, new stands and the sandy pate, which is all fantastic but there's zero strategy on the pitch other than sack a manger sign a load of players, sack a manager, sign a load of players.
We need a proper scouting network to identify the best possible targets. It should be the clubs job to identify a way of playing, a set of players who could fit into this and then its the managers job to get the best out of them. And contracts should always be staggered so you can continually make slight changes rather than wholesale change like 90% of clubs that aren't successful.
Very interesting video somewhere about Liverpool and its brining them success without breaking the bank. Few other clubs following this too and doing well at all levels
