How can it be "over and out"?
The owner has talked about spending money on this to help fund the club for years to come. What's boring about that?

Some have clearly forgotten the non-league days, when we didn't have two bob to rub together and looked like going to the wall. Radford is attempting to secure its future. Anybody who finds that "boring" must be a bit simple.

I was clumsily trying to be sarcastic by quoting some words from the full reply, which when being creatively selective could be read as that this isn't a football forum.

But I guess if you have to explain it then it shows that it wasn't funny in the first place.

I've no idea of the situation, and of the exact ownership details of the land around Field Mill, but if Haslam still has some ownership rights over Field Mill or the surrounding land then I'd imagine that, whilst having nothing to do with the project in itself, he would have needed to have been involved in at least a cursory conversation about something being built on it.
